New Delhi: Union Minister for Panchayati Raj and Rural Development Giriraj Singh today launched the People’s Plan 2021 Campaign – Sabki Yojana Sabka Vikas and Vibrant Gram Sabha Dashboard. It has also published a booklet on the People Plan-2021 campaign for preparing plans for the fiscal year 2022-2023 and the 10th issue of Gramoday Sankalp Magazine.

Addressing the launch event, Giriraj Singh said that the Panchayats are the focal points of people’s democracy. There are 31.65 lakh of elected Panchayat representatives across the country, of which 14.53 lakh are women. And, they can bring huge transformational changes to rural areas. The panchayats have an important role to play in the effective and efficient implementation of the flagship transformation programs of rural India.

The minister said that this year’s People’s Plan campaign should be carried out with better participation of the people and that each activity within the framework of participatory planning should promote a sense of camaraderie and commitment among all citizens towards common objectives for the overall development of the villages. “It is the responsibility of all of us that every Panchayat in the country formulates an equally well thought-out Gram Panchayat development plan so that the villages can achieve inclusive and sustainable development in the coming year. ” he added.

Giriraj Singh also highlighted the emerging need for meaningful and responsible Gram Sabhas, the appropriate use of funds, the raising of clean income by the Panchayats, the use of innovation and technology, the bridging of the digital divide in rural and remote areas, the convergence of all the resources available through all the flagship programs within the framework of the Panchayati Raj institutions and the integration of the convergence Panchayat – Women Self Help Groups for the empowerment of women and the involvement of women in income-generating activities.

Union Minister of State for Panchayati Raj Shri Kapil Patil suggested that the Panchayats should create assets from the funds allocated to increase the sources of income of the Panchayats. He stressed the need to make Gram Sabhas more dynamic. For this, it is necessary to educate the masses and instill a sense of confidence in the minds of the people. Strengthening the Gram Sabha is tantamount to strengthening the backbone of democracy in the country.

Addressing the participants, Sushri Sadhvi Niranjan Jyoti, Union Minister of State for Rural Development stressed that the participation of all line ministries / departments should be ensured in the process of formulating the Panchayat development plan. as part of the popular plan campaign. Addressing the assembly, Shri Faggan Singh Kulaste, Minister of Rural Development of the Union stressed the need for a good convergence of all programs implemented in rural areas with particular emphasis on tribal areas to ensure holistic development. He said everyone should work together in the coming days on how Gram Panchayat’s development plans are being prepared by the convergence of several central and state government agendas.

Shri Sunil Kumar, secretary of the ministry of Panchayati Raj, said that the popular plan campaign is being rolled out in all states from October 2, 2021 and that all relevant ministries / departments and states have ensured their support and support. active participation in this campaign. He said that despite the negative impact of the COVID-9 pandemic last year, the popular plan’s campaign has been carried out smoothly by adhering to COVID-19 protocols / guidelines. “It is a great satisfaction that 2.56 lakh Panchayats uploaded their GPDP to the GPDP portal last year. Also this year, we are confident that 100% of the Panchayats will participate in the People’s Plan campaign. A dynamic Gram Sabha dashboard was also launched today and this dashboard will also help increase maximum attendance through Gram Sabha meeting, Gram Panchayat standing committee meeting, Representatives meeting elected members of the Panchayat throughout the year, ”he added.

Rekha Yadav, Co-Secretary made a detailed presentation on the People’s Plan-2021 campaign. The unique elements of the People’s Plan campaign, the planning process, lessons from previous campaigns, MoPR interventions and initiatives, available resources, capacity building and support to Panchayats were highlighted during the presentation. .

During the campaign, structured Gram Sabha meetings will be held to prepare the Panchayat development plans for the next fiscal year 2022-2023. The campaign is being carried out on a large scale, given the number of Gram Panchayats in the country. Special efforts have been made to ensure maximum participation of vulnerable sections of society such as SC / ST / Women, etc. The Panchayat Development Plan aims to strengthen the role of elected representatives of Panchayats and SHG Women under DAY-NRLM in an effective Gram Sabha. There will be a public information campaign of all programs in the Gram Panchayat office. Gram Sabha’s structured meetings will run from October 2, 2021 to January 31, 2022, with a physical presence and presentation by frontline workers / supervisors in 29 sectors – Agriculture, Land Improvement, Minor Irrigation, Livestock, Fisheries, Forestry social, Minor forest products, Small industries, Khadi, village and cottage industry, Rural housing, Drinking water, Fuel and fodder, Roads, Rural electrification, Unconventional energy, Poverty reduction program, Education, Vocational education, Adult education and informal, Libraries, Cultural activities, Markets and fairs, Health and sanitation, Family welfare, Development of women and children, Social welfare, Welfare of the weakest sections, Public distribution system and Maintenance of community assets.
